Anti-Jitter Filter and DVD

Will an anti-jitter filter such as the $200 Monarchy Digital Interface Processor (DIP) function properly (and enhance) the cd playback from a DVD digital out?

Will it process and enhance other signals: DVD, audio only DTS, DVD/DTS?
