help with white noise??

Is there a way to filter out the effect of white noise on tv signal? By this I mean when a music video is on and the scene changes to one with a large portion of the screen white there is alot of distortion in the audio. This happens with both the tv speakers and or the surround speakers.

Another question what is the best way to multi split cable signal and loose the least quality.
