Mondial "Black Box" Experience?

The Mondial "Black Box" ground isolater was recommended as a potential solution or improvement to the serious video noise I get on my 42-inch Toshiba rear projector when watching local cable broadcasts (The noise is no where to be seen when playing a DVD.)

I'm tempted to get one ASAP but thought I'd inquire about experience first. Anyone know about this device? Does it perform as claimed?
