: 1> Are there any DVD-ROM packages out there that claim they can extract DTS bitstreams and send them to a receiver with DTS decoding?

None that I have seen or read about.

: 2> Can I just purchase a new decoder card that will send the DTS signal to my Receiver with-out having to buy a new drive or is the ability to extract DTS signals part the Drive itself?

The DTS extraction is a function of the MPEG card and circuitry in your DVD-ROM set up and a DVD player. You may be able to get a downloadable firmware upgrade for your MPEG card with DTS compatibilty though I have seen nothing related to this anywhere. Ask the manufacturer of they are working on it.

: 3> if nothing like this currently exists...have you heard anything about it coming in the future?

See 2.

: The reason I'm asking these questions is that I would rather just spend a hundred bucks on a new decoder card then go out and buy a whole new "stand alone" DVD player for MUCH more.

If DTS don't make good on their by year-end promises then DTS DVD is dead in the water (it may be even if they do). If I did not already have an extensive collection of DTS LD's, I would not be oaying DTS on DVD much antention any more. They have screwed us around for too long IMHO.
