yes, Universal remotes are safe.

If you need one, I highly recommend the new All4One Cinema 7 learning remote. It has an extensive library of commands (both basic and advanced), 2 macro keys, glow in the dark buttons, and learning on every key (not just the ones labeled as learning). It retails for $24.95!!! For that price it is a steal and a bargain. It is a powerful remote and wont put you in the poorhouse like the Marantz RC2000 will.
