OKAY, enough already. At the risk of losing Job Security, I'll tell you the quickest/easiest way that we who do this for a living snake wires in this situation.

1) Go to Home Depot and buy a 6 ft long Greenlee drill bit, they are in the electrical section, with the specialty multi-meters.....
2) Cut a Hole in the wall where you want to mount your retro-fit box (again from Home Depot) Usually the boxes are located low on the wall, 16 inches on center form the floor..measure another outlet in your house for continuity.
3) Chuck up the 6 foot bit into your drill, and place the head into the hole in the wall.aiming downwards with the bit follow the wall cavity to the footer of the wall. At this point you start drilling...assuming that you have already scoped out the suspected area below, and are aware of any wiring, or plumbing below you, you should be safe to open up the drill.

4) once the drill bit has gone through the floor, unchuck it from the drill. Notice the small hole in the end of the shank of the drill bit...tie a string to there, and let the bit fall down into the basement.....pulling along with it the string for snakeing the wire back up. Do be advised that the hole you ran through is only 3/8 of an inch, and some larger cables (16 gauge or lower, depending on jacket size) are going to want a little "coercion" to go through the hole. if this presents a problem, then just ream the hole out with a little larger bit...

Hope this helps....
