A company called Sigma Designs makes a decoder card called the Hollywood Plus. This card has very good decoding, and has received outstanding reviews. It has a s-video out (with a s-video to composite patch cable), a monitor pass-through, and analog and digital outputs. It currently only supports AC-3 digital out, but they have drivers in production that will also allow it to output DTS. It currently runs for less than $100.
