Noise at Tweeter

Using Mozilla/4.51 [en] (Win95; I):

I hear some little noise at the Tweeter of my speaker when I turn up the volume(1/3 of total) without anything actually playing. Is it normal? Is it a kind of group loop problem or anything else? Does good equipment mean that it should be absolute quiet at any volume level when idle.
