about speakers

Using Mozilla/4.61 [en] (Win98; I):

I have been seeing the technical
specifications of many speakers
and if their specs are
55-25,000hz they also state a
-3db extension down to 45 hz
and also many speakers and amps
also state their response as
example 10-40,000 hz plus or
minus one to 3db.could someone
kindly tell m what this
means and is there any formula
betwwen Db and frequency
example i:e does -3db reduces frequency by 10hz etc.I am very new to Hi-fi
and i would be very glad if someone could help.
