Going down 3db means that what you are hearing "sounds" about 1/2 as loud. Thus if you are down 3dB at 10Hz versus 20Hz, the speaker will still be putting out power at 10 but it will be 1/2 as loud. Most people quote the -3dB point as a reference because even though you are down at that level you're still getting useful output. When they say 30-20,000Hz +/- 3dB they mean the level doesn't change more than 3dB up or down from a reference level between those frequencies. It's usually considered good to have a more flat frequency response than a non-flat one, but that's simplifying things quite a bit. Basically if you see a -3dB point at 40Hz or below you're getting decent low bass. At less than that it's good low bass extension from most speakers. Note, again, that that's simplifying things.
