I'm not familiar with the Toshiba sub-woofer so, silly question alert: Are you sure you're connecting like-to-like, in other words the low-level output of the JVC to the low-level input of the Toshiba?

Other than that the sub is either defective and/or you have a ground-loop. However, even though the ground-loop would introduce hum you should still get booms from the sub. You're getting nothing at all?
