Reference Line Audio makes very good passives. So did McCormack, Carver Research made a Lightstar Direct which could operate in either passive or active mode. The Creek OBH-12 you mention is a passive (even has a remote) but again while very affordable, its not using the same caliber components as the Reference Line or McCormacks.
