No, there has never been an explanation as to why no data flags are present. My feeling is that although the Irish company which developed the syntax are not incompetent, they had little or no practical experience in this field and simply overlooked the implications of the design. It may also have been a calculated ploy to enable all digital transports to pass the data, some may have balked at unrecognised flags.
