While I don't know anything about tax law, it would suprise me if they were supposed to charge tax on the difference in prices rather than on the amount of the MC-1. My only reason for thinking this is that every time I have traded in a car on a new one, I've always paid sales tax on the sale price of the new car, not reduced by the amount of my trade in.
