Exactly, this SPL is defined as 0 dB, so if you can spare a few stacks of cash from the firewood bin and build yourself a completely sonically isolated listening room, you can achieve the true system S/N at every volume. If you are stuck with a normal living room, your overall S/N depends on how loud you turn up the volume (the noise floor remains constant). Think about this the next time you are tempted to spend a big pile on car audio...the noise floor at 60 mph is probably around 50 to 60 dB (yuck!).

PS If you've never been in a place where you can hear your own blood pumping in your ears, it's an experience I highly recommend...there truly is a sound of silence.
