Not really news, we've been talking about this for some time, take a look at: Move over DD/DTS, there's a new format in town! from October 16th.

No, that is a professional theatrical processor from Dolby Labs., it is only available to theatres.

It's also not yet known how (or if) EX will be decoded at home. The Dolby Digital bitstream could carry another discrete RC channel, or it could be matrix encoded into RL and RR as it is theatrically. Either way, it's fully backwards compatible so consumers shouldn't worry. We're unlikely to see (hear) it in the home until autumn/winter 1999 at the earliest anyway.
