DTS to NEVER COME OUT with PAL

Nope, doesn't sound right to me. The data on a DVD is an MPEG multiplex. Think of it as a Zip file. Within that file are individual elements, the sountracks (PCM, Dolby Digital, DTS or MPEG) and the video, just as we can have a mixture of text and JPEG files within a Zip. Each element is assigned a maximum data rate, and the higher the data rate the more space the element occupies over a given time. There are only small differences between the rates needed for PAL and NTSC, especially as both are actually taking the form of MPEG-Video and plenty of room remains for the soundtrack elements.

Just think, you can get a region 1 or 2 PAL disc with PCM audio, which is much larger than DTS or three 448kb/s Dolby Digital soundtracks (about the same size).

The truth is, DTS simply cannot afford to license any more material or, as they have to distribute DTS titles themselves, afford more than one inventory of a title, especially as the quantities sold are extremely small. DTS have produced their discs so far to be both region 1 and 2 for this very reason, I'm sorry for your sake they've discounted other regions.
