There are a myriad of DOS and Windows-based shareware programs around. All of them have their strengths and weaknesses.

"www.filepile.com" is a good place to start - just search for "audio database" there and you'll get a number of candidates.

If you don't like how those programs "do their thing", I suggest using a database program and "roll your own" parameters (i.e. desired data, etc.).

Finally, the shareware libraries over at Compuserve, ZDNet, etc. are other places to look.
