Private Ryan: lens flare or defective laser disc?

While I have not seen the laser, I did see the film in the theater four times and can picture exactly what you are talking about:

"Broad bands of light go vertically up from the bottom of the screen, and the steeple behind Upham seems almost visible through him."

You are correct in assuming what you saw was an artistic technique. Throughout filming Spielberg chose to shoot many scenes without filters on the lenses and in some cases left the shutter open for an extend period of time to greatly over expose the filmstock to light. This in accordance with the way they developed the film (the technique escapes me) in which they rinsed out much of the color resulted in many of the "effects" you saw. I put effects in quotes because they were really planned mistakes as these kind of results are usually unwanted by directors but In my opinion, and I think youd agree helped in creating a very disjointed and chaotic feeling about the film.
