Just like your premium cable channels, DSS channels are transmitted encrypted so that you need a satellite receiver with built in decoder to receive them. If you pay your satellite bills no problem, if you don't they can deactivate the decoder automatically so that you are effectively cut off, just as the cable so can cut you off if you don't pay your cable bill.

Using an illegal, or so-called "test", DSS decoder is at the very least a cause for civil suit by the satellite company - I am not sure whether the same laws that criminalise cable theft (by inter alia using "test" chips) apply to satellite theft.

If anyone tries to convince you that these are victimless offences, don't believe them. Just as insurance fraud increases everyone else's premiums, so cable theft increases everyone else's costs in the long run and, what's more, make the service providers think twice about improving their service.
