Both region 1 and region 2 versions of 'Titanic' (the Cameron version) have Dolby Digital 3/2.1 soundtracks. The two-channel matrix encoded soundtrack is also delivered by Dolby Digital, only a 2/0.0 variant and the disc defaults to this version. Be sure you select the correct one from the menu as Ken suggested.
