Parental Controls?

Does anyone know how (or if) parental controls work? I know my Pioneer 414 has a Setup setting for 8 levels of parental controls, but it doesn't seem to have any effect on the disks I've tried. Maybe I'm not doing it right... the manual isn't too clear.

Does the DVD disk have to have it encoded on it to work? If so, does anyone know of any disks that actually have it?
