Taiseng dvd's...no digital sound

Hello,
I just got a dvd from Taiseng video. They deal in Chinese imports both for vhs and dvd's. My question is this, the label on the back of the dvd box(Bride with White Hair) it has the dolby digital label on it. Even the word "dolby digital" is labeled. When I try to access it there is only two channels! Can these people get away with this? Maybe I'm missing something. There is no region code on this disc.
Please advise.
