Why Can't DVD Player Select Correct Audio Format?

This has been bugging me. This
is supposedly very modern high tech digital hardware. My DVD player (Tosh. 3107) knows I prefer AC-3 output.
I told it so in one of its menus. Yet with many
DVD's, I pop them in and they play in plain old Stereo. Even when they have both stereo and AC-3 available. So,
interrupt the playback and find the
DVD menu...

In other words, why do I have to
program two different menus (player
menu, DVD menu). Why doesn't the
DVD player push those buttons on the
DVD menu for me?
