Hi Craig, there is a much better explanation posted by Mike Ferlisi. He wrote:
"Scan velocity modulation or SVM is an electronic process which drives a small yoke on the CRT neck. SVM speeds/slows the electron beam as it transitions from light to dark areas in the video information. The purpose of SVM is to increase the edge definition of picture.If you viewed a white line on a black background,SVM would increse the definition of the line edge.The light to dark transition would be sharper and the fuzziness removed. Personally,I like SVM. Some people may think it makes the picture too sharp or grainy.This is usually caused by sharpness or detail controls being mis-set. SVM only effects light to dark transition areas,not the entire screen".
