TV as computer monitor

The most important point is whether the TV is intended to receive NTSC broadcasts and video, if not then it is not useful in the U.S.A.

Since you mentioned 50 Hz power source, it leads me to believe that the TV is for PAL or SECAM, not NTSC.

Many appliances and devices (not clocks) for 50 Hz power will work on 60 Hz but very few 60 Hz only devices will work on 50 Hz. The main difficulty is that feeding too low a current frequency into the power transformer may cause it to overheat. If the frequency is a bit high, the transformer won't overheat but the power output such as from an amplifier or a motor would be a bit less.

The comb filter for PAL or SECAM is not the same as for NTSC. By dual comb filters, one for NTSC, that would be useful whereas dual comb filters for better display of PAL will not help out NTSC even if the TV itself did handle NTSC.
