I have seen this very annoying effect with my Pioneer DV-414 and "Robocop".I think it must be due to the layer change. This effect is hardly noticeable with Opposite-Tracking discs.I would assume this is because the layer change is quicker than with RSDL.This annoyance can be corrected by using a simple buffer to play the movie while the laser changes layers.I fail to see why this was not included in the format from the beginning.
