I saw this question on another forum but here is the same answer for the benefit of this forum's readers.

Yes, the aspect ratio is correctly selected when circles are circular, squares are perfectly square.

Some TV sets have just two aspect ratio switch settings, 4:3 and 16:9. Sometimes it is necessary to do fine calibration using the continuously variable height and width controls in back to get circles perfectly circular.

Full width is subjective, it depends on how much overscan you are willing to tolerate. Under normal conditions the picture may expand or shrink slightly, notably due to slight variations in line voltage, that is why overscan was invented.
