Phil,

One last thing is don't run the video from the DVD through a VCR. Also try directly connecting the DVD to the TV and run nothing else and have nothing else connected to the DVD or TV. If it doesn't go away then either the TV or DVD are defective. One other possibility is that you may have a strong RF source nearby.
