Yes, I expect your TV is still under warranty. I suggest taking the remote to your local Sony Authorised Service Centre, explaining the problem, and getting it either repaired or exchanged.

BTW: you sure the BATTERIES are in good shape? many times weak batteries can "disable" functions or otherwise cause the remote to not "work right".

If things are out of warranty, and the batteries are good, you may have to TAKE APART the remote and, using "needle-grade" (90%+) isopropyl alcohol and a bunch of q-tips, CAREFULLY CLEAN the conductive buttons AND the "finger" traces they contact. Many times, this will restore a "sick" remote to full operation.
