Is component video a VGA signal

Using Mozilla/4.0 (compatible; MSIE 4.01; Windows 95):
Is RCA component video input equiped TV
going to display a computer video output
trough a Component to VGA cable (I'v seen them sold on the Internet). That's providing the monitor has required resolution, and what would that have to be? Anyone?
