What DVD player can play CD-R?

Using Mozilla/4.0 (compatible; MSIE 5.0; Windows 98; DigExt):

I am new to the DVD player arena, so if the question has been asked before, please forgive me. Why can't all the DVD players play CD-R? I know it has something to do with the reflection ratio of the CD-R being a bit lower, but when CD-R/CD-RW is not listed on the playable disc type list of a particular DVD player, does that mean that DVD player will not pickup CD-R/CD-RW signal?
