Help choosing DVD stabilizer; rentedDVD noise

Using Mozilla/4.0 (compatible; MSIE 4.01; Windows 98):

I need a stabilizer. I just tried a "Video Clarifier" (probably manufactured before DVD) that fixed the picture distortions but not the dark/light cycling. Should I try this "DVD Video Stabilizer" available from directsales.com (component of yahoo! I think) or spend a little more for the SIMA Copymaster copyguard suppressor?
Also, I rented a disc from blockbuster...could it be the mag strip that causes grinding noise while the laser is tracking over the spinning disc (on my bargain RCA 5220P)?
