HOWEVER, your DSS service provider has to (duh!) carry your particular local channels as part of their "lineup". FWIW, someone recently posted the "Echostar" DSS provider/system offers local programming. I don't have any other info. Regarding "stock" DSS systems: you could see if using "rabbit ears" (or similar) will give you acceptable reception of local broadcasts. If not, you might have to "shop around" for the "custom" hardware (probably only just a "special" receiver/decoder unit) to get local broadcasts as well as "regular" DSS programming. Again, your local DirecTV, etc. provider will have all the "particulars". Finally, where are you located? You mention TCI as your cable provider. I, too, am (unfortuantely) on TCI in Auburn, Wash.
