line doubler

Using Mozilla/4.0 (compatible; MSIE 4.01; AOL 4.0; Windows 98; Compaq):

I have just started getting serious abouthomt theatre in the last year,and i have heard mention a few times of something called a line doubler in certain tv's,exactly what does it do as far as improveing picture quality and are they available as an add on ?thanks in advance.
