PIP and Cable TV

First, the cable issue and your tv's auto-scan/channel selection issue. When you are using a separate cable box, the cable box is acting as the tuner and controlling the channels that you get. The signal that is being sent to your tv will always go to your tv's channel 3, so the tv's tuner would never be used to change the channels. However, the tv's auto-scan/channel selection functionality is based on the tv's tuner . I'm not sure if your cable company requires you to use a cable box or not. If not, you can bypass the use of the cable box altogether and input the cable signal directly into your tv and use the tv to change channels. However, this will be dependent upon your cable company. You may want to try it just to see if you can get all of the cable channels or if some are scrambled (hence the potential need for the cable box).
