where can i get a used tuner

Using Mozilla/4.08 [en] (Win98; U ;Nav):

i'd like to buy a used tuner(220V compatible) but they don't sell them in my country, so if there's any place on the net, please let me know. i don't know which brand to prefer either. thanks for any possible help.
